Luís Valadares Tavares

University of Lisbon-IST and University Lusíada

Full Professor Emeritus of the University of Lisbon-IST (Systems Engineering and Management Sciences) and of the Faculty of Law of the University Lusíada. He was also Full Professor of the Faculty of Management Sciences of the Portuguese Catholic University since 1975 until 2002.  He is author of more than 75 research papers published by key scientific journals and 20 books namely about Decision Sciences, Operational Research, Technology Management, Public Policies, Electronic Procurement and Public Procurement.

He coordinated several international research projects on Foresight, Expert Systems, E-Public Procurement, Technological Management and Health Procurement, including the participation of corporations and universities. He was the national expert for the European Commission WG on E-Tendering devoted to the preparation of EU Directives 22,23 and 24/2014.

He founded with other colleagues the Portuguese Society of Public Markets (APMEP) and was president of APMEP since 2009 until 2014.

He is President of the Portuguese Observatory for Technology and Engineering (OPET- www.opet.pt) which is a non-profit scientific association having IST as first member and devoted to innovation and foresight.

He was awarded several distinctions, namely, Distinguished Fellow of Public Procurement Research Center of the Florida Atlantic University  (USA, Florida), Golden Medal of the Municipality of Oeiras (Portugal), Laud by the Minister of State and Finances of the Portuguese Government, Special award by Deloitte on Innovation for the Public Sector :2008 and Medal and Laud of “Grande Oficial da Ordem do Infante” awarded by the  President of Republic of Portugal.
