Telecommunications Engineer from the University of Oviedo (Spain) with a PhD in Public Procurement Data Analysis applying Big Data and AI (Extraordinary Doctorate Award). He has more than 20 publications on how digital technologies help address current challenges in procurement and the detection of anti-competitive or fraudulent practices. The European Commission and The Spanish National Markets and Competition Commission (CNMC) have included him on their list of public procurement experts. He has given lectures at universities and public administrations and he has won 7 prizes from them. He has 15 years of professional experience in various companies, always linked to R&D and digitalization. Currently, he works at NTT Data as a data engineer developing projects for public administrations.
