Vincenzo Francesco Perra is an economist with 25 years of experience as procurement specialist and project leader of public investments through public tenders, project financing, public-private partnerships.

He has been project leader of the Procurement Desk (Sportello Appalti Imprese) years of Sardegna Ricerche since 2012. It involves the demand and supply of  public procurement market represented by over 7,000 professionals who actively participate in a constant process of capacity building to maximize the impact of public spending.

He is an expert in procurement for innovation, pre-commercial procurement and Research and Development, he has co-directed 6 editions of the Master in Procurement Management organized in collaboration between the University of Rome Tor Vergata and Sardegna Ricerche.

Co-author of procurement and supply chain books and publications.

He is President of ANMAAP, the National Association of Procurement Managers
